領(lǐng)事認(rèn)證是指領(lǐng)事認(rèn)證機(jī)構(gòu)根據(jù)自然人、法人或其他組織的申請，對國內(nèi)涉外公證書、其他證明文書或國外有關(guān)文書上最后一個印鑒、簽名的真實(shí)性予以確認(rèn)的活動。

珠海市委外辦獲外交部授權(quán)，負(fù)責(zé)珠海市范圍內(nèi)公證處、貿(mào)促會、海關(guān)出具的涉外文書的領(lǐng)事認(rèn)證工作。

按照國際慣例和中國領(lǐng)事實(shí)踐，赴國外學(xué)習(xí)、工作、居住，或是在國內(nèi)辦理出國簽證時，常需要使用一些由國內(nèi)公證處出具的涉外公證書，如出生公證、無犯罪記錄公證、授權(quán)委托書公證、合同公證等等。這些公證書一般需要辦理領(lǐng)事認(rèn)證。

中國企業(yè)因境外經(jīng)貿(mào)活動需要，常需向貿(mào)促會申請?jiān)a(chǎn)地證、發(fā)貨清單、裝箱單、提單、保險單等，或向各地出入境檢驗(yàn)檢疫機(jī)構(gòu)申請?jiān)a(chǎn)地證明、商品檢驗(yàn)證明書等，這些文書一般也需辦理領(lǐng)事認(rèn)證。

有些國家與我國的公證文書是互認(rèn)的，比如到澳大利亞、英國、日本、加拿大等國使用的涉外文書可免辦認(rèn)證，到美國、法國使用的部分種類涉外文書可免辦認(rèn)證。

“單認(rèn)證”是指我國機(jī)構(gòu)出具的涉外公證書在送往國外使用前只需辦理我國外交部領(lǐng)事司或其委托的地方外辦的領(lǐng)事認(rèn)證。

“雙認(rèn)證”是指我國機(jī)構(gòu)出具的涉外公證書在送國外使用前，辦理好我國外交部領(lǐng)事司或其委托的地方外辦的領(lǐng)事認(rèn)證后，還需按文書使用國要求辦理該國駐華使領(lǐng)館的領(lǐng)事認(rèn)證。

一般情況下，申請旅游、探親和游學(xué)等短期簽證只需辦理“單認(rèn)證”。以留學(xué)、工作、移民定居和境外商貿(mào)為目的的涉外文書需辦“雙認(rèn)證”，具體以文書使用機(jī)構(gòu)的要求為準(zhǔn)，外辦根據(jù)申請人的要求來受理申請。

申請人提供公證書和身份證復(fù)印件到外辦窗口辦理，如果是委托他人代為辦理的，需準(zhǔn)備好委托書、委托行為雙方的身份證復(fù)印件和被委托人身份證原件。

部分辦理“雙認(rèn)證”的申請，還需按照文書使用國駐我國使領(lǐng)館的要求準(zhǔn)備護(hù)照復(fù)印件、申請表格、公證書復(fù)印件等材料，具體要求請咨詢外辦。

（一）在外辦辦理“單認(rèn)證”：

* 備注：1.如有特殊緊急情況，經(jīng)申請可即時辦理，“立等可取”。2.可選擇微信掃碼、刷卡和銀行轉(zhuǎn)賬等支付方式。

In line with international practice and Chinese regulation, documents issued by Chinese notary public offices, extry-exit inspection and quarantine bureaus, and China Council for the Promotion of International Trade (CCPIT) to be used in foreign countries, in general, shall first be legalized by the Department of Consular Affairs of the Ministry of Foreign Affairs of China (hereafter referred to as ‘the Department’) or authorized foreign affairs offices of local governments, and then be legalized by the Embassies or Consulate Generals of foreign countries in which the documents are to be used. Zhuhai Foreign Affairs Office has been authorized by the Department to handle consular legalization.

Generally, documents required for legalization are as follows: birth, death, marriage, no criminal record, kinship, academic qualification, professional qualification, declaration, entrustment paper, power of attorney, contract, articles of association, certification of inspection and quarantine of animals or plants, certificate of origin, invoice and other notarial certificates, certifications or notes for civil or business purposes etc..

Applicants should come to Zhuhai FAO with foreign-related documents issued by notary offices or other competent organizations in Zhuhai and copies of passports.

2. Legalization by Consulate Generals of foreign countries in Guangzhou, the Department and Embassies of foreign countries in China are non-fixed charged and can only be paid by cash in advance. Please inquiry Zhuhai FAO for the above fees. Prepayment of the above fees will be refunded for overpayment or supplemented for the deficiency.
